While the nerf was 100% needed, there is zero excuse for these kinds of things to not be in the patch notes or even communicated prior to the change.
Destiny has always had overpowered builds, Bungie should acknowledge them, let them ride for a short time, announce when the patch will take place, then patch it. You end up in the same place, but the community ends up feeling a lot better about it.
Leave it to Bungie to not communicate changes to their game.

Please point to the section in Patch 4.1.0 where they discuss a 42% nerf to Throwing Hammers while using Synthoceps. They mentioned at some point (outside of the patch notes) that they would tune Titan Exotics in the future, but nothing about timing and nothing about how much it would be nerfed, that's the problem.

On top of that, even if you think the patch notes was enough of a notice for a future nerf to take place (which it is not), it should have at least showed up in the patch notes this week to let players know what changed. On top of that, even if you are completely satisfied with all of that, how do you get a 42% nerf? You don't. This is why it is clear that Bungie did not properly communicate the change.

They stack multaplicitively, not additively. And before you say "well why do they use social media instead of posting about it here" that's because they can't just change the patch notes on the fly. That's an official document which probably has to go through verification checks before even being presented in the first place. They knew it would probably take a few days before that update got out to people, so they told them via Social media which is much quicker to get info out.
