I think (take this with many many grains of salt) that they aren't meant to be claimed but are just indicators about what tier of item you will get when you light the torch.
Platinum gives an exotic item, Gold gives a legendary and so on.

No. They are definitely glitched. Earned on one character, switched to another and saw I had a torch available, so I lit it. Now completely screwed. Bronze is lit and I am told I need to light bronze for all characters. No way to progress.
