Mods from the vendors appear randomly. If you already own the mod or if you do not have enough of the currency to purchase them, it will appear "dark".
The mods that were part of past season's activities, such as Wayfinder or Wartable mods, are added to the pool of mods for Banshee and/or Ada-1 after those activities are no longer available.

Thanks, I wasn't sure about the past mods. There are some that I have been looking for to complete my build. I know they sometimes will drop from an activity also. I am able to get mods from Ada-1 but have not been able to purchase any from Banshee for 2 weeks now. The first week I thought that they would reset after a week but no luck, hence the ?. It is not from lack of currency as I have 150k-250k. Is there a way to elevate the ? to bungie themselves?

Yes they are and I can't say for sure but I don't think that they have even changed. I have been farming the Banshee daily bounties for the cores so that I can level up as I had stopped playing destiny for a couple years and just came back.

For the current ones, you own them all, which is why they appear greyed out. What I would recommend, is to check your collections, if you do not own them and they are greyed out, take some pics and post a link to them here.
