Working as intended. When you're about to start up the Legend mission, look on the bottom left where all the modifiers are. I noticed you were last in The Last Chance story mission, so I'll use that as an example. The first modifier is "Mettle", and it says your effective power is capped at 1475 even though the mission is 1490. Any power level above 1475 doesn't matter. You're still capped at 1475 for that mission.

Legendary campaign doesn't care about how high your light is it will always be cap 10 lower the enemies Maybe read before asking for a "fix" If legendary is too hard play regular .....
