I ranked up to rank 4 with Banshee to get the 3 enhancement cores but they're still saying requires rank 4 and won't let me get them, it hasn't given me the engram for a major rank either. I got to rank 4 with Zavala and had no problem with getting the 3 enhancement cores or the engram given with each major rank..
