Since the first DLC came out, I've pretty much bought all of them one by one. If CoO and Warmind don't really matter anymore, I still am supposed to have access to Forsaken, Shadowkeep and Beyond Light content since I bought them on my PS. Steam is basically just telling me I didn't buy anything more than the basic game on their site, so...
Anyone knows how to actually establish the cross save concerning DLCs ? I can screenshot many items and or activities exclusive loot to prove that I actually have these expansions on my PS4.

They won't give you free copies of things you paid Sony for.
