From my understanding (and the timers I see in game now), the recharge timers were changed universally, but pve values are weighted differently to compensate for pvp balance.
I.e. super timers are 8 minutes now but they made the change to gaining super energy upon taking damage and dealing damage as opposed to just killing. You take and deal damage on a much more frequent basis in pve, thereby, the recharge rate is still roughly the same as before
