The issue is harassment, not how many women are working in the company. Secondly, did the CEO released this before or after the article? Because when these things released after, they are about damage control than anything else. Now we can't say they didn't do anything about it, but you also can't say "clearly they are trying to make it better" again considering the specific language used in the apology. They "believe" the culprits are no longer with Bungie, but they don't exactly "know". The reason CEO doesn't speak with certainty so he can have deniability otherwise it'd be weird for CEO to not know if the those people are still in the company or not.
