Allo there,
Unfortunately you'll need to recover the account with Steam. If that doesn't work then Bungie are not able to unlink it as they don't have the credentials of the account and if it's deleted then there is no account to authenticate anyway.

So you’re saying there’s literally nothing to be done. That seems kinda poo because I recall on Battle net you could re-link with any new account as long as you had the original info of the account that is mirroring progress to the others. It would automatically unlink the previously linked account without requiring any info and send an email to both parties to make sure that no mistake was made. I see that as a better way to allow for mistakes like the one I did to pass and on top of that you could still set up the 90 day limit so that people can’t abuse the feature.

Bungie does not save your authentication information; Bungie does not have any information to cross-reference the login credentials you might say you have to those that were used for the Steam ID that is linked because, again, you cannot authenticate to it. Unfortunately, if you cannot authenticate to the Steam ID, then you cannot prove ownership of the account; if you cannot prove ownership of the account, you cannot disable Cross-Save or unlink it. Authentication uses the platform authentication method, and if you cannot authenticate to the Steam ID using Steam's login authentication method, then there's nothing to be done. It's unfortunate that you chose to delete your Steam ID prior to unlinking it from your Bungie.net profile, as, it sounds like at this point, you have no option to recover it. You had 30 days to recover it after initiating the deletion of it. If it's beyond that time, then your Steam ID is forever linked to Bungie.net and your Cross-Save is forever locked as it is currently.

Please do a search for "Cross save issues" on Bungie.net or the Destiny app to bring up a help guide which covers this (and yes there is already a 90 day cooldown period before you can reactivate cross save). Note.. Bu gie does not have your account details as they are not a platform provider so have to rely on the authentication system for security purposes.
