That’s debatable but a reasonable point. It just depends on how bungie puts perks on weapons. For example, if they make a weapon with good stats but its only damage perk is adrenaline junkie and it doesn’t have other good perks, then that’s fine, because it is balanced with good stats but mediocre perks. But if they just put adrenaline junkie and swashbuckler together on any weapon that has either of them, then they should be balanced to be equals.
There's definitely balancing that needs to be done. What I mean by "some perks need to be better than others" is that some drops need to be bad. Otherwise every gun that dropped would be "good enough" the majority of the time.
Adrenaline Junkie would make more sense on ranged weapons such as bows, snipers and scouts than Swash Buckler. That pairs better with side arms, SMGs, shotguns and similar. So there's ways they can make them both viable perks.
