Unless Bungie is also addressing the continued abundance of special ammo in pvp too, nerfing all the abilities is essentially a buff to shotguns and fusion rifles.
Less ways to counter an ape now.

That reminds me, I can remove "might as well bring back luna's howl" from my profile on here. The way I see it is it might make shotgunners less annoying because what really makes them annoying is the fact that you're constantly dying to one hit stuff in the first place. So it just piles up over the course of a match. They aren't nearly as hard to deal with using a primary when there aren't as many other obstacles in the way.
