so if someone grabs heavy, you're supposed to be unable to challenge them for the rest of the game? with any other heavy weapon you can at least challenge them but with heir apparent you need to shoot them with your entire team or use stasis and even then it's not guaranteed that you kill them before they get to kill you

What if keeping the gun reeved up consumed some ammo? That way they would have to actually try to rev up near people?

that would be a reasonable nerf, not at too fast of a rate so it doesn't become terrible in pve or to split the ammo consumption between pve and pvp like they did with hard light's bonus damage although this is a much harder thing to do
