Destiny players hold Xur hostage essentially, for 2 weeks for a very basic hand cannon. Bungie this kind of behavior is outright stupid, yes, but you need to pay attention to this kind of behavior. This is a sign that you have failed on an entirely different level in creating a proper loot experience in game. Its one thing if its some ultra rare exotic, but Xur doesn't sell those, he sells world drop exotics. This is simply a legendary, high impact hand cannon with a timed payload, which is just a delayed explosive payload. This is nothing special, and there are a ton of better weapons. The fact that players go to these lengths for this kind of basic stuff is insanity. Players would rather rotate watches essentially, and go through the insane amount of effort to keep a character on standby, regularly readjusting so they don't get disconnected from the game, than chase the loot in the system as is, and this is only one example of these kinds of issues prevalent in Destiny 2. This is a very clear sign you need to make some big adjustments to how gear is issued. This encompasses the egregiously high cost of infusing, recasting, or even just the pitiful drop rates for extremely limited gear compared to every other looter. You've got a big problem on your hands and it looks like a player issue for sure; but if you pay attention and look at the sub text of it all, this feels like more of a content/company issue than a player issue, though it is both. I think its something that should actually be looked at very closely and changed best it can be with your time, and not just glossed over with a patch.
