I would say your best bets would probably be Dredgen or Cursebreaker. I'm sure there is a technical reason as to why only Forsaken era seals count. It's definitely strange.

Titles are meaningless. I don't know know how many times I've seen people post about how they have to do all sorts of things in the game they hate or are ridiculously time-consuming just to get a title. Stop pursuing them and set yourself free from the grind.
