Bungie changed Hawkmoon from being a RNG gun to a high skill high reward gun. People already hate RNG in this game and won't use a HC that randomly fires a high damage shot over something like Ace. Even though it's really not that hard to hit crits with HCs, Hawkmoon right now requires you to earn the bonus damage. imo Hawkmoon is a very crispy HC and random rolls allow you to customize it to you preference. The only reason you don't see too much of Hawkmoon in crucible is because people prefer legendaries with Icarus grip mod.
