In D1 I get why its a standard weapon(not including the exotic version). But D2 new lights don't need too level up. They just need light levels. Khvostov should be legendary when they find it so it can be a memory/reminder or a keepsake that we can use. Masterwork it too keep track of levels, etc. It should be a memory peice.
