You can't unlink accounts while cross save is enabled. If you wish to replace the Steam account with a different one then you will have to first disable cross save, remove the account, add the new Steam account, then wait 90 days to re-enable cross save.

If you are logged into bungie.net using your XBox account then to deactivate cross save you will need to authenticate both your Steam and Stadia accounts to get it to deactivate. So before or after authenticating your Steam account did you authenticate your Stadia account as well?
