Yes, because its owned by most people in trials and not by lower tier pvp players like telesto. Could have fixed telesto OTHER WAYS, but no, they removed it.

It has nothing to do with skill? You can have a low skill pvp player with it that's basically getting carried by the weapon. Just like everyone cried about mountaintop, recluse, 120 hand cannons, last word (people have cried about that since d1), fusions like erentil. They were too strong and too easy to use and made people dislike pvp
