yes. its all licensed
But.. with cross play open, why buy on multiple systems? (just curious)
I have done this in the past for all DLC, bought on PSN and Steam so I understand the need prior to cross play. But now I can play on my PS5 with my PC clan mates, so more of a curious comment

For example if you haven’t bought beyond light and a clan mate has, the clan mate will have access to the beyond light specific content but you will not, if you are in a fireteam together and try to launch in something that is beyond light specific it will give a warning saying a member of the fireteam doesn’t have access to that activity

Right, but if you have all content on one system, and your clan mates have it on another, you can still play together with cross play The biggest issue is not being being able to chat until they fix that. We are using our clan discord as a work around

My issue is that I play on both PS5 and Steam so need to buy the content twice it seems so I can play the same activities on both platforms

But that’s what I’m saying If your clan mates are on steam and playing season of the lost and you have season of the lost on ps5 and not steam, you can still play with them from your ps5 I guess it comes down to preference too I know for me there are times where I can’t get on my ps5 and have to use pc, so not having the content then would suck Anyways, it’s all good guardian!

in my circumstances, my PS5 is in the living room connected to the TV, therefore its rare i can be on it during the day. Where as my PC is in my working from home office (i.e the bedroom) and i generally cant be on it late into the night as my wife inconveniently likes to sleep in there :-) So i am almost forced into playing on the two systems and paying twice, or my play time and option for play are drastically reduced. Of course this is very much a first world problem and playing games is never "have to" but i like the flexibility i have being able to play the latest content on two different machines in two different locations
