Bungie says that storage space was part of the reason they vaulted raids such as leviathan etc. What if Bungie had Optional Expansion packs that you could download if you wanted to participate in that raid. Leviathan (Levi, Eaters, Spire, Crown) Scourge of the Past This would solve the storage problems. They would all be located in Legends.
