are you talking about the splicer servitor? I did all the intros and its supposed to give me the seasonal artifact right ? but instead i can get engrams and bounties no quests

Not next to the servitor, no. There is a quest kiosk where you can pick up quests that for one reason or another didn’t make it to your inventory. It’s in the tower next to the postmaster in a little corner by the stairs. Check every one of the pages there for your missing quest.
