Just means that Bungie would have to do the same thing patreon did and arbitrate every single case on it's own. VERY expensive... for them. If enough people decided to do that, they'd end up begging the courts to keep them take it on as a class action, just like patreon did. If you're curious as to how that went or even just what the hell I'm talking about. Patreon kicked a guy named Owen Benjamin of their platform despite his having paying members. Due to their anti arbitration clause each one of them had to arbitrate separately. They did, and patreon saw that they'd h to pay up front to represent themselves in all 72 individual cases. They filed an injunction against all 72 and were denied, in addition, since it was their own clause that forced this, they (patreon) were ordered to pay for the arbitration themselves for all 72 cases up front. Each one costing potentially tens of thousands of dollars. Of course, that's California Arbitration Law, where the drafter of the Arbitration has to pay for it.
