Is the Dreaming City a recreation of the Distributary?
Based on the lore, descriptions of both, and actually going to the Dreaming city, it seems like when it was created Mara Sov may have based it off the Distributary.
Also how [i]does[/i] she make it?

No. The Distributary is an area Outside of our Dimension where time works Far Difrently. Which is why Savaithun is so very interested. It's literally an alternative way of Immorality. The Dreaming City was made of Wishes. The Secret of the Distributary is within the Dreaming City which Savaithun wants. Given why she has the Curse buy her more time to find it. Guarantee the Dreaming City will be Destroyed at the End of next Season.
