The key to that tweet is "It's up to them". Theres a number of technical things bungie admittedly can do to make the game better and yet choose not to. They said that upgrading to dedicated servers isn't a financial issue, it's just that their peer to peer hybrid is "good enough". They said that they can seperate sandboxes between PvP and PvE but choose not to in order to make the game feel consistent between modes (awful excuse considering what it causes). They can cancel trials until they can sort out the cheating problem but they choose to let it continue and not do anything about it. Same thing with using a xim. They could figure it out but they dont want to because it's a non issue to them.
