Technically, it does Practically, it doesn’t. The nerf only affects you if you’re trying to get as many supers as possible out of your allotment of energy. Most pve players don’t do that. They save their super and then dump it into a high-priority target like a boss or mini-boss. They only cancel if they miss or the target dies unexpectedly.
