Have you completed the collections badge?

I think there’s a triumph that isn’t in the game yet. A bunch of seals are timegated, meaning that certain triumphs don’t become available for completion until later on in the season. Try checking YouTube and see if other people are at 44/45 and that’ll tell you whether or not you are missing something, or if it’s just an activity they haven’t put in the game yet. For example, my warden seal has been locked at 17/19 until this week- they dropped a new mission with the last two triumphs associated with it now its completeable (granted they fix the bug that prevents the triumph from popping lolol)
