Hi there. In order to have a specific shader unlocked in your Collections, you must have had 1 or more of the shader in your Inventory when Collections was introduced at the launch of the Warmind expansion, or obtained the shader after that date. The only way to obtain any Leviathan shaders currently is if you dismantle a Year 2 or 3 armor or weapon from your characters or Vault that has that shader equipped.
