Special Ammo Finisher Mod Missing?
Title explains itself. For some reason special ammo finisher mod in collections says ‘unlocked by default’ & grayed out / unobtainable. I’ve tried to place it on every armor type and element type. Nothing. I’ve read you can unlock it from a quest from Zavala related to a Nightfall, but I cannot get this quest from the kiosk and it is not on any of my characters.
Is this a bug? How am I supposed to get this mod?

I answered some of those question already, that the quest youre talking about [b]IS NOT COMPLETABLE[/b]!
