With the number of people I've seen with it this week, it seemed like the pity system was in place.

I ran extras before resets to see if that 20 clears thing is still 50% but didn't have to wait that long. Once reset happened, I did my 13th or 14th clear and had it drop. I saw it a lot in Iron Banner and during strikes so I figured it was the same.
