You should be able to get the quest back from the quest kiosk. And when you collect those feathers, there will only be 4 or 5, and when you do, you have to keep going through the place till you find a room with a giant taken captain with a white shield. The room looks similar to the lake of shadows boss room but with pillars.

You just got to put your post out every day until they see it. You could look for a post that an official Bungie person cemented on and message them that way. Or you could try Emailing them, but there is no guaranty you’ll get a response.
