Howdy!
Please do the following. Under Steam, right click "Destiny 2" and navigate to "properties". From there, go to "DLC" and make sure the Stranger's Weapon pack and all the others have a checkmark.
After this, verify the integrity of the game files and launch the game.

Okay, thank you. I don't know if it was only included with the collector's edition but I preordered both. I ordered the DDE via Steam for myself and the collector's edition on Bungie Store, I gave the Bungie Store game code to a friend, but it was the same thing. Would really like to have it though, I'll wait to hear back. Appreciate it.

Howdy! I got some news. It's not only for the Collectors Edition, as I have it, and I bought the Deluxe Edition. [quote]1.
