I've got the Surge Eater Mod on my class item but my grenade only seems to recharge every 4th/5th time a champion is disrupted by myself or by a member of my fireteam. Before the 3.0.0.4 dropped, this was not a problem because Surge Eater would proc everytime I disrupted a champion.
