The exotic is underwhelming at first, but there is a key aspect that makes it much more powerful, at least in conjunction with other stasis mechanics. [spoiler]If you're underwhelmed by the damage output, I was too at first. Then I unlocked the Titan Cryoclasm thing and started shattering crystals every time I fired it. The damage SKYROCKETED because of how much the shatter damage does. It's actually pretty good, if a bit gimmicky. It's got an entertaining gameplay loop though, which makes it miles better than other exotics at the moment. The important takeaway from this is shattering the crystals is where you'll get the damage when using it. I don't know if Hunters or Warlocks have as easy a time shattering crystals as Titans do, but it's definitely the best way to apply it in combat. Freeze + plant loads of crystals + shatter = loads of damage, and potentially kills if you do it to weak enemies.[/spoiler]

I think it should inflict damage while targets are frozen
