Allo there,
When you uninstalled did you clear the data / cache as well? If not please force close the app, clear data and cache and then uninstall and reinstall.

I am having the same problem and none of the solutions I've found online have helped. I have noticed that no matter what I do my app's World Database is stuck at "Update Required". No combination of deleting and reinstalling data has done anything. I have made sure my app has all the permissions it needs.
