Bungie isn’t the Olympic committee, but a for-profit corporation. They have no financial interest in banning.
Or else they should also ban all the streamers who offer carries.
That said Destiny is not a competitive game. If some people want to offer a service or pay for one, that’s their problem. In fact I wouldn’t blame the seller, I just feel bad for the buyer. But then everyone can do what they want with their money.

Should running people through their first Last Wish ban them too?

As long as the carrier is not getting money in any way or form then it’s ok. If he is making it a business, in any way or form, then I don’t see why the same rules should not apply to him. A thief can be skilled as much as imaginable, he’s still a thief.
