No it's not. I got in there just a week or two ago. The only thing is that the door won't open unless you kill everyone leading up to it.

That's strange. I went to it just now, and it opens just fine. I've never even heard a siren when trying to open that door. Have you ever completed the Warmind campaign? It's possible that it's a requirement to open that door. I never tried going there before the campaign.

Yeah, I'd say try that. I just tried on one of my other characters that has not gone through the story, and sure enough, the door didn't open after clearing the area and interacting with it. So it's available, but something needs to be done first.
