I completed everything on my hunter. I switched to my titan and got another quest started it. Had to save Saint-14 and now it sent me to find the signals on Nesus. I completed everything on my Hunter. I guess I have to do it again with the titan?

Yeah, try that and complete all of the quest steps for it. You should eventually get to a final quest step called Corridors of Time Part 2. Finish it go to Osiris for any dialog, then go to the tower and see if Saint-14 has your quest step for the bastion.
