As of the 1st of October 2019, when Shadowkeep launches, Eververse items, Exotic Sparrows, Exotic Ghost Shells, and anything else that currently dismantles into Bright Dust, such as certain shaders, will all change to produce Legendary Shards and Glimmer when dismantled.
