Well Calus' forces are solely in Sol at the moment (at least in the current state of the lore) so he doesn't control the empire just yet I have to assume that right now the Cabal as a species are going through some tuff times as they've lost both their current leader Ghual and tons of moral. It's likely that one of Calus' conspirators is incharge of the empire back on Torobatl
