Look, I fully endorse the idea that some weapons and armor should be only for the best players who are able to complete the most difficult tasks. But having to continually grind through PVP to get just about every good gun really sucks. I say this as someone who is, admittedly, terrible at PVP. I don't deny it for a second. I am truly terrible in the crucible, and having to go in and get hand cannon kills against coordinated teams using snipers, grenade launchers and shotguns is getting worse and worse all the time.
