Nightfall with no modifiers is no different from a regular strike, so it kinda already exists due to the way scaling works.

In other words you can't answer my question. You're the one claiming its different yet haven't given any reason why, I've listed plenty why it is. I mean c'mon, that's the lamest 'I can't answer that' reply ever.

Scaling stop at around 40 levels above the activity, so a 540 nightfall at anything above 580/90 has the same scaling as a strike at 500. Got any actual differences? Because I shot that one down in one of my first posts.
