I would say tier 3 has 5 weapons so tie 4 of them to the motes and the one that's specifically for that week in tier 3 like gnawing hunger uses no mote at all .. and for the knights same way except the sword is the one you get if you don't put in a mote

I would say if you have unlocked a weapon, then more options should be available to open up to farm a good roll for it. The things you mentioned and others mentioned are good. I would add another thing to that list..trading some synths for a weapon (3-4 for one roll).
