Looking at this in the context of "punishment" isn't what we're aiming for.
We're simply fixing the requirements for the unlocks. Once players meet those requirements, they'll have the catalyst and emote once more.

Please show me (very specifically) what part reads as a punishment...
A GUARDIAN ALWAYS PAYS THEIR DEBTS As part of Season of Opulence, Guardians are paying homage to their previous adventures to earn awesome rewards. Some of us leveraged an exploit in the Tribute Hall, taking advantage of Calus’s generosity with some clever character-switching shenanigans to place that free tribute over and over and over… you get it. This allowed some players to skip the tribute experience entirely, making other players who had done bounties and pledged large amounts of their resource reserves feel a little irked. We will be fixing this glitch on July 30 as we kick off Solstice of Heroes. As you all know, it not our policy to punish players who discover cheeses, loot caves, or workarounds in the game. If you took advantage of this short cut, you can rest easy. You won’t be marched in front of Calus for sentencing. However, you will not be able to keep using all of your ill-gotten rewards until you square up things with Calus. The “Tributes Placed” total will now accurately reflect individual tributes placed on your accounts. If you used the exploit, this number will be updated to properly reflect the total number of tributes you’ve actually placed. The activation and equipping of both the Bad Juju catalyst and “X Marks the Spot” emotes are also gated by your total number of tributes placed. Bad Juju will not require you to have 18 tributes placed for it to be used. If you cheesed your way to the catalyst or emote, you have some time to start placing legit tributes before July 30.
How can you be punished for not being allowed to use something you didn't actually earn? Considering they are allowing those who did cheese through it to keep the gun even if the 18 Tributes are not placed, seems like those people STILL benefit from the cheese.

I wouldn't even call this a cheese. This is more of a glitch, where players gained something they didn't actually do. Riven cluster rockets is a cheese. Still did all that damage to the boss using weapons the game offers.
Cheesing is an Internet slang term referring to the practice of purposefully exploiting a glitch or other elements of gameplay mechanics to the player's advantage, particularly within the subgenres of competitive fighting games and massively multiplayer online (MMO) games.
1. They are pulling the ability to use the Catalyst and/or Emote until it is properly done. That is NOT a punishment. That is correcting an issue. If you honestly believe that is a punishment then you have had a damned easy life and are probably more than just a little spoiled. 2. I said to refer to the part that read as a punishment, not the opposite of it. Maybe you should look up what sentencing actually is.

“Not what we’re aiming for” but because it benefitted them (and not your play hours) it is a punishment. How come you didn’t reset players who did any of the pinnacle exploits for cores? Seems a bit odd...

When you do something you're not supposed to do, there can be consequences. Anyone who thinks you are punishing people for scamming the system is delusional. You're taking away something that wasn't theirs to begin with. This isn't a glitch people just stumbled into. They did it knowing full well it wasn't intended. Well done.

Be hard as shit to prove. They mentioned that. Not everything can be handled with a blanket fix. You know how many people who get banned for “cheating” and start complaining about it being their internet and how many of those claims are legit? A lot of times to coders that stuff is indistinguishable and internet issues are often well outside of ones span of control as a lot of people have shittier Internet than they think they do. Seriously, run a speed test vs what your paying for. Numbers won’t match for a lot of people. So I understand why you can address an exploit like this vs one more related to internet than anything else. Just my perspective on it.
