That’s exactly why.....
Bungie didn’t want players with thousands of tokens saved up just going to Lord SaladBar to immediately get enhanced gear without stepping foot in IB. This way everyone starts off fresh and it increases the players pool simultaneously.
You have to complete the quest for each armor piece to unlock it in the loot pool. It’s pretty self explanatory.

Yeah but people can still use the tokens for weapons just not armor which is dumb it barley changes anything. i don’t get why they changed the armor bounties when they guaranteed the piece armor you wanted, if it be an arm piece bounty was probably play 10 games of iron banner, if you wanted cloak it was probably cap 100 flags and all that simple stuff. but now its what ever quest step one and two were. i definitely know what quest step three is because i spent 10+ hours i think trying to get 150 grenade kills since nobody whats to die to a grenade they didn’t count so many times. So after i got the cloak i stopped playing iron banner man you have i have no idea many games i got mercied or did the mercy. The first two quest steps i finished in 1-3 hours but man iron banner almost break my controller
