I'm on Xbox, and I wasn't able to gift the pass either. What I ended up doing, was just last month, I bought the annual pass for my cousin from GameStop's website. I put all my information in and paid for it, but I put his email address in. The confirmation and the code for the pass whent to him and he downloaded it. I remember being able to select between PS4 and Xbox, I can't remember if PC was an option, but it's worth checking out.
