It’s the only way they can artificially force a different meta outside of properly addressing the issues around overall PVP weapon balance. Because they cannot balance each weapon class into effective ranges ultimately the meta develops into a standard set of most effective loadouts - meaning out of all the weapons available you end up in the situation of only really 10-15 ruling majority of matches (with map layout being the main factor to drive that loadout change). Why do you think they made the triumph for getting the Revoker also include Sniper kills and Sniper Precision kills when the Recluse didn’t - because they wanted to force a specific change in the meta and that was the only way to it. So in Iron Banner this ‘Quest’ (which is just interlinked Bounties) was the answer

Which is to mob up, and steam roll around the map. The Matchmaking is still broken. Played a match that was mercied. Everyone on my team had an efficiency of 2 or higher....and everyone on the losing team was 1 or lower. The bottom TWO were at 0.13. Seriously?
I like how your example about recluse conveniently omits that recluse was the only pinnacle crucible weapon that didn't require kills of its archetype. GG
