If they were going to cap it for a level playing field, they simply should have set it at 690-700 not 720. Meaning with the power surge quest nearly everyone would have had a chance.

OP and everyone else who is crying about this could have gone into the raid at 708 (or 700 for that matter) and be at the same level as everyone else because for the first encounter light is capped at 700.
