Why do so many quests require participation in the crucible to complete them?

Why do so many quests require playing in the crucible? I suck at the crucible and being required to participate in the crucible to do a quest if very frustrating. This is especially true for quests like the one for The Last Word that give you a percentage of completion for kills and take away percentage for being killed. If the match-making process factored in the skill level of a player it would not be an issue but since skill level is not part of the process I am not able to complete these quests. I get killed about six times as frequently as I get a kill. Getting better is not very likely either because I cannot see as good as I used to be able to see. If I actually see the person that kills me, I usually die before I can determine if they are on my team or the other team. I am pretty sure that the team I get put into hates the fact that I am there because having me is worse than being one man short because I am not making kills and I am dying a lot. I think having a crucible way to complete the quest and a non-crucible way to complete the quest is a good compromise. An example would be the first steps of the thorn quest. That would make it possible for me to complete the quest and it would also allow players who hate playing the PVE parts of the game get the quest completed by doing nothing but crucible activities. Forcing players to do things they do not enjoy and possibly cannot complete is a terrible way to set things up. I have really enjoyed the game for the most part but things like this are a real turn off and I am not the only one that feels this way because I know several people that have said the same thing.
