I picked up the bow on Wednesday, and after playing around with it for a while, something about it seems immediately off: the poison DOT effect when enemies are hit doesn’t always activate when bow is fully pulled back. The dragonfly-like effect from precision shot kills, and its resulting poison cloud, also doesn’t seem to activate consistently as well. This is probably why people are saying it isn’t that great. It would be a much more enjoyable weapon if the effects would activate consistently instead of randomly.
If this is a genuine bug, remedy this soon please. If not, then please rework it; this has potential to be a really fun weapon.
EDIT: Many of you have been commenting that I am either not using the bow properly or unaware that of the perfect shot. I want to mention that I am aware of the perfect shot via its audio cue (the cue being it makes the bow sound similar to an actual gun (almost like malfeasance) than a bow). I laugh at all the people that don’t play with vibration enabled. You can feel it as soon as the bow is ready to be released and works every time. “I don’t use it cause I’m a pro player”... alright bud sure you are.

Its not on a full draw, it is on a perfect draw. When you pair it with oatkeepers the dot always activates. You need to fire the arrow immediatelly after a full draw. The window time is quite small

Yeah, I have been experiencing it as well, I get the critical hit, I see the guardian being poison damage, but no cloud, at times it especially when the enemy is group up is when it does not want to work properly, yet in PvE I don't see the consistency that it is in PvP.

I did notice that the poison seems inconsistent and I haven’t used the bow enough to figure out what’s going on with that. The weapon still feels powerful enough that I would actually use it instead of my usual hand cannon or breakneck auto rifle. 2 thumbs up for Le Monarque.

I know you said you know about perfect shot but consider latency is never perfect, a second too early it won't happen and even after that audio cue it lasts a very short time. You have to fire almost immediately after that full pull back or it goes away. The timing is much harder than say shoulder charge or handheld supernova activation period. People just aren't used to needing this good of timing. It's like a perfect active reload in Gears of War.

Its called 'Perfect Shot'. The dot and AoE only activate on a perfect shot which is when the bow is fully drawn, and a couple of seconds after. If you hold a fully drawn bow for long it loses charge and damage. You can easilly test this with the Oathkeeper hunter exotic, which holds perfect shot infinately, and so too the poison dot.

I have no problem using it as intended. You have to release it immediately upon a full draw. Keep drawing the bow and watch the tip light up then go dark again. That's your window to fire.

I don’t think it’s bugged but it does have a very specific window in which you have to release the arrow. With Oathkeepers that perfect draw is indefinite but you still need to wait for the flash and audio cue before releasing to get the poison. Since I got it to drop I haven’t taken it off my Hunter or Warlock; haven’t given my Titan that much love recently haha

It only activates on a perfect draw. There's a small window with all bows where if you release the arrow at the right time it does bonus damage (i.e. on No Turning Back/Subtle Calamity, a full draw does 142 damage, but a perfect draw does 151 damage.) The reason why Le Monarque's poison always procs with Oathkeepers is because Oathkeepers always give the perfect draw bonus, even on a full draw.

Lots of exotic perks don’t work properly all the time (looking at you white nail).

Just to let you guys know after experimenting oathkeepers let you hold the draw permanently and always apply poison
