If all 5 resets have occurred in this season then go to the tower and then back to orbit. It's bugged. That will cause the step to complete. If the 5 resets did not all occur in season 4 then that's why it's not completed. The quest starts at season 4. Nothing prior counts.

Thanks for posting about the tokens. I've been looking everywhere for that info to see of i should be saving them for that. Do you know if you have to be on the character that completed the quest for the broadsword to have a chance of being in the reward?
